A thin, semi-transparent metallic coating on the glass surface reflects light toward the brighter side while transmitting light from the darker side. Whichever side has more ambient light appears as a mirror; the side in lower light sees through the glass clearly.

This is why a police interrogation room requires the observation side to stay dark. The moment light equalises on both sides, the mirror effect disappears.

The technical term is half-silvered glass. The metallic coating is sparse enough to transmit roughly 50% of incident light and reflect the other 50%. The glass panel itself has no directional preference, the privacy effect is entirely situational, driven by ambient light levels.
