Does Window Film Cause Condensation Between Double-Pane Windows?

No. Professionally installed film sits on the interior glass surface. The sealed cavity between two lites is a factory IGU. If that cavity fogs, the perimeter seal has leaked and desiccant is spent. Film applied later cannot inject vapour into that sealed space.
Room-side dew on a cold winter morning is a different problem. Interior humidity hitting cold glass condenses on the room face. Solar film such as LLumar VS60 (about 59% VLT, about 50% TSER on 6 mm dual clear) or VS70 (about 62% VLT, about 49% TSER) changes solar load. It does not reseal a failed IGU. Where Is the Fog: Room Side, Exterior, or Between the Panes?
Wipe the glass. If the haze wipes off, it is room-side condensation from indoor humidity. If it is on the outdoor face, it is overnight dew and it evaporates. If you cannot wipe either face and the cloud sits inside the unit, the IGU seal has failed. Film will not clear that cloud.

If showers, cooking, and closed trickle vents already put dew on glass, you may still see beads on the film surface in January. That moisture is in the room air, not in the IGU.
Run the bathroom fan, keep relative humidity in a normal occupied range, and wipe the lite. Do not confuse that with seal failure. Dark dual-reflective grades (DR05 to DR25) are the wrong first choice on most Vancouver strata elevations anyway. High-VLT solar is the default.
